Phone Keeps Restarting When Charged, But Won't Charge After Shut Down

My Phone Keeps Shutting Down When It's Plugged in, I can't seem to know if it's the charger port or it's my battery. I've searched google already but it was no help. The first was when I started to use my phone while charging, it was fine but then IT JUST SHUT DOWN!, I hope you can help!
