WASHINGTON, May 19. -- In the Senate to-day consideration was resumed of the Philippine Government bill, Mr. Dolliver (Iowa) addressing the Senate in support of the measure. He said the pending bill presented the most important constructive work since the civil war. And yet, he said, he was disappointed that not a single helpful suggestion had been made by the minority.
