Travelers from Illinois, DC, Puerto Rico among those added to New York area COVID-19 quarantine list

ALBANY, N.Y. – Travelers from 34 states, Washington, D.C., and Puerto Rico will now have to self-quarantine upon entering New York, New Jersey and Connecticut after more states were added to the list Tuesday.

Illinois, Kentucky and Minnesota were included on the quarantine list after surpassing 10 average daily positive COVID-19 cases per 100,000 residents over the last week, the threshold for being included, reports the New York State Team, which is a part of the USA TODAY Network.

Washington, D.C., and Puerto Rico were also added as New York expanded the list beyond states for the first time, Gov. Andrew Cuomo announced Tuesday.

The decision to include non-states is significant: Washington, D.C., is the nation's power center and more than 1 million New York residents are of Puerto Rican descent.

Essential workers such as congressional representatives are largely exempt from the order in New York.

New York, New Jersey and Connecticut first issued their joint travel advisory in June, requiring travelers from high-COVID states to isolate upon arrival for two weeks. 

Each state has enforced the joint advisory with differing rules and levels of aggressiveness.

New York, for example, has required air travelers to fill out forms detailing their local contact information and where they intend to quarantine. Those who don't fill out the form could face a $2,000 fine.

There are exceptions for travelers who spend less than 24 hours in an affected state and essential workers.

For those traveling by car, Cuomo acknowledged this week the state doesn't have an enforcement mechanism in place.

New York calculates the quarantine list each Tuesday based on COVID-19 data collected from each state.

Last week, New Jersey Gov. Phil Murphy revealed New York has been calculating the list on behalf of his state and Connecticut, too.

“New York agreed on behalf of the three states to be the data collector," Murphy said Friday.
