Pennsylvania man arrested in Finksburg, charged with intent to distribute

A Riddlesburg, Pennsylvania man was arrested for possession with intent to distribute after he allegedly was found with heroin following a traffic stop in Finksburg.

Edward Foor, 39, was charged with one count of possession of paraphernalia, one count of possession, not marijuana, and one count of possession with intent to distribute. He was released on bail as of Monday, according to electronic court records.

According to the statement of probable cause, Foor was stopped for having his high beams on and then appeared to be trembling and was making erratic gestures and was noted to have red and bloodshot eyes. He was traveling to Bedford, Pennsylvania, which is an area the officer recognized as a source area for narcotics.

The arresting officer requested assistance of a drug detection K-9, which positively alerted the presence of the odor of a controlled dangerous substance on the passenger side door handle, according to the statement. Upon a search of the vehicle, two gel capsules, of what the arresting officer identified as heroin.

After being asked by police if he had any contraband, Foor “indicated that he had a bag of drugs shoved between his buttocks,” which the police retrieved according to the statement. There were about 37 gel capsules in the baggie which police said is sufficient quantity consistent with intending to distribute.

Foor’s court hearing is scheduled for July 2 and his trial is set for August 23.
