TCA1. Please share why you are interested in this position and your unique qualifications for it.
* I am interested in Hamilton County as it is a prominent school system embedded with potential where I can apply my experience
and leadership skills to build trust, improve morale and focus on a vision for the future.
* The relationship between the city, county, and school presents an environment of essential cooperation. As superintendent I
currently serve on the county health board, city and county planning committees and I realize how each entity affects the other.
* The diversity of the community portrays both problems and the opportunity to work with a community rich in differing cultural
heritages. I have and currently serve a multi racial community with a broad range of socio economic standing. Our district is
56% African American, 39% Caucasian, and 5% other. Over 50% of our students are on free and reduced meals.
* I appreciate a district supported by the business community. I respect the expectations and support of the business community
as I was a private business person for several years prior to my second career in education. I know the value of a dollar as I
spent many years in a large agriculture operation and small construction business. My business was built from scratch. I will
provide management of finances to gain respect of the business community and effectively build programs through,if neccessary,
tough decision making.
* Finally, I believe my interest is inspired by the desire for a strong leader and a team builder. My successes have hinged on
my ability to provide strong leadership. I am fair, honest and yet demanding toward student success. My integrity. compassion,
and respect for others is unquestionable. I hold all stake holders accountable where children are concerned. I want what is best
for all children and I will recommend and uphold tough decisions in areas such as curriculum, finances, or personnel. Efficiency
and effectiveness are interchangable with responsibility and accountability, all of which are keys to success and part of my
focus. Team members without commitment to these characteristics will need to recommit, retire, or relocate.
TCA2. Please list the five accomplishments in your professional career of which you take the greatest satisfaction and why you
do so.
* The most important accomplishment in my career is I have transitioned from a self employed business person to a successful
administrator. I have been a teacher, principal, and now a superintendent for fifteen years. My skill level in management and
leadership enabled me to move from a small school of 2,000 students to my current superintendent position with 12,000 students.
The transition to a school six times larger than the former was completed without even a bump in the road.
*I think my ability to build strong supportive leadership teams that are complimentary of the individual team members is an
accomplishment in itself. This is both satisfying and gratifying as these teams are what provides the path for success of any
organization.
* I have the ability to build trusting relationships with administrators, teachers, business partners, parents and the
community. These relationships have allowed me to take a few risks based on trust and support. A couple of examples would be
pilot programs I have initiated. One was a pilot program in Oklahoma for a four day school and a second pilot was approved in
Georgia for an alternative program from an outside private contractor in conjunction with the public school. Both programs were

the result of a special need for the district.
* My ability to build curriculum programs integrated with technology has helped to improve student performance based on
standards. Data is used extensively in making decisions. My current district has experienced five years of improved scores of
students meeting and/or exceeding on the C.R.C.T. Considerable effort has been applied to reduce the achievement gap for both
minorities and the special ed students. The gap has improved in both areas. One note: all of our elementary schools were
recognized as Title I distinguished schools this year.
* Finally, I have been very successful in developing long range strategic plans to address issues in the district. This is
satisfying when problems or issues are resolved as a result of the planning. By using personal observations, data, and input
from all stake holders inside and outside the district realistic ideas will arise and a realistic plan can emerge. I have the
commitment to develop a plan, support it in cooperation with the stakeholders, and modify as necessary based on evaluations. In
my current district our plan addressed a misdirected curriculum, outdated technology, poor transportation and facilities. We
have addressed each area and are looking now at the next steps to follow in our effort for excellence.

For more than thirty-five years, I have worked in education as a coach and teacher, assistant principal, principal, area
superintendent, superintendent and currently the Deputy Superintendent for Administrative Services with the Dallas Independent
School District. I have worked successfully as an administrator in large urban districts, small rural districts and College
Station, TX, a suburban type district which is the home of Texas A&M University.
These positions have given me the opportunity to have exposure at local, state and national levels. I have served on state
committees in Oklahoma and Texas designing certification tests for administrators, developing policy recommendations and helping
to set legislative agendas. While serving as a principal and area superintendent in Oklahoma City and Tulsa respectively, I was
appointed to the Oklahoma State Board of Education. This appointment gave me a unique perspective of viewing policy development
and implementation from the state and local levels. When I was principal in Tulsa, I was appointed to serve on the first NASSP
Urban Principals Committee.
The Dallas Independent School District has a student population of 161,500. The position I currently hold is considered the
number two position in Dallas. Serving successfully in high level positions in rural, urban and suburban districts has given me
the experiences necessary to function as a superintendent. I am particularly interested in Hamilton County because of its
diverse student population and staff, strategic location, community support for the school system and my wife happens to be from
Tennessee.
TCA2. Please list the five accomplishments in your professional career of which you take the greatest satisfaction and why you
do so.
Anyone wants to be successful in their chosen profession. I chose to be an educator and my performance has enabled me to be
successful working with my staffs, school boards and colleagues. Through the years, I am proud of the following five
accomplishments:
1. In 1984, while serving as principal of Millwood High School in Oklahoma City, the school was recognized by the U.S.
Department of Education as an exemplary school. Secretary Terrell Bell made the presentation in Washington, D.C.
2. In 1984, I was the first African American to serve on the Oklahoma State Board of Education. The appointment was made by
Governor George Nigh. Oklahoma is my native state.
3. In 1990, I was selected Oklahoma’s Secondary Administrator of the Year. (I could not accept the recognition because I was
moving to the central office as an area superintendent).
4. I served as Superintendent of schools in College Station, Texas from 1994-2001. In 2001, College Station ISD became a
recognized school district by the Texas Education Agency. This recognition is based on academic achievement.
5. Throughout my professional career, I have never been fired, asked to leave a position, bought out of a contract or associated
with a scandal.

Based on best practices, our leaderhip teams and I developed an Internationally Competitive School System Template tailored
specifically for Knox County Public Schools. We are currently implementing components of this template.
Our ACT test data indicates that we are above the national norm. Since I have been in the position of superintendent our ACT and
SAT scores have increased. Our 1999 ACT average was 20.4 while the national average was 21. In 2005, our ACT average had
increased to 21.7 while the national average was 20.9. In 2004, our average SAT score was 1126 and the national average was
1026. In 2005, our avaerage SAT score was 1146 while the national average was 1048.
No Child Left Behind Act: This year’s proficiency scores increased 7%-9% in all Knox County Public Schools (KCPS), but more
remarkably, our 14 inner-city schools experienced gains of 10%-12%. We are above 80% proficiency in all measured areas
(reading, writing, math, science, social studies) and close to 90% in some.
Based on state high school Gateway test results for 2005, KCPS achieved a proficiency level of 87% in Algebra I, 93.9% in

In 2003, 42 schools did not make Adequate Yearly Progress (AYP). In 2004, 17 did not make AYP. Only seven of our schools
currently are not making AYP.
In conjunction with our five-year strategic plan, we developed and implemented a 12-month board agenda. This planning model
greatly helped us to achieve our short, intermediate, and long-range objectives.
We have implemented Project GRAD (Graduation Really Achieves Dreams) in 14 of our inner-city schools. Project GRAD is a $40
million program designed specifically for inner-city children. It is jointly funded by the business community and the school
system. We have seen dramatic academic improvement in our inner-city schools. GRAD seniors graduate with a $4,000 college
scholarship.
The board and I reconstituted three failing schools. Since reconstitution, two of these school have made AYP and the third is
well on the way to achieving this milestone.
We coordinated the establishment of the Great Schools Partnership to benefit Knox County Schools. The partnership is made up of
many community and governmental organizations. The county and city mayors, the CEO of the chamber of commerce, representatives
of the University of Tennessee and Pellisippi State Technical Community College, as well as county commission, the board of
education and the Knox County Education Association are among the members of the board of directors.
We established a goal to accredit all Knox County Schools. All of our high schools, middle schools and half of our elementary
schools are accredited by the Southern Association of Colleges and Schools (SACS). The remaining elementary schools are on
track to receive accreditation by 2007.
We have implemented a Birth to Kindergarten Pre-K program based on the St. Louis model in a number of our inner-city schools.
We conducted a year-long system-wide management performance review. As a result, we reorganized the central office, strengthened
adminstration at the school and central office level, implemented a five-year capital building and construction model, and
instituted zero-based budgeting.
We are currently implementing the Milken Foundation Teacher Advancement Program (TAP). This is a performance based
compensation model endorsed by our local teacher association, the Great Schools Partnership and the Board of Education. The
program rewards teachers for student performance as well as for accepting additional responsibility.
We currently are piloting the Maximum Achievement Plan (MAP). This is an individual achievement plan developed in Knox County
for each student that challenges low performing, average, and high performing students in all schools on a county-wide basis.
The Internationally Competitive School System template includes participation in either the Trends of International Math and
Science Study (TIMSS) or the National Assessment of Educational Progress (NAEP) for 4th, 8th and 12th grade students. Either
of these tests will serve as an international benchmark against which to measure our achievement.

In the issue of January, 1996, MONEY MAGAZINE cited the Dorchester Two School System as one of the 100 best school districts in
the nation offering the opportunity for a great education. We also boasted three blue Ribbon Schools and five South Carolina
Palmetto Finest Schools.
We implemented a 12-month Agenda and a five-year strategic plan. Our administrative costs were among the lowest in the state. We
spent a larger percentage of our budget on instruction than most other South Carolina school districts. We moved from an
incremental budgeting model to zero-based budgeting.
Our community overwhelmingly supported a school construction referendum. We renovated eight school sites, constructed the
state’s largest high school, eliminated over 125 portable classrooms, and provided for a student enrollment growing at a pace of
800-900 students per year.
We enjoyed over 425 business partnerships that supported individual schools and more than 2,500 volunteers who donated their
time, energy, and resources to our children.
An intensive performance review was conducted before our teachers moved to tenure. The board recognized teachers who earned
tenure at a district-wide celebration. We also use a similar program in Knox County.

TCA1. Please share why you are interested in this position and your unique qualifications for it.
I am interested in a board and a community with the heart, will, and desire to become an Internationally Competitive School
System. Only two school districts in the nation have formally announced such an attempt: Charlotte-Mecklenburg, North Carolina
in the early 90’s and First in the World Coalition in Chicago. To date, not one of the 15,000 school districts across the nation
have been able to accomplish this objective for their children.
A career opportunity occasionally comes along that you feel you have been preparing for your whole life. This is one of those
rare times. I am extremely interested in the superintendent’s position because I believe I can make a difference for the
children in Hamilton County Schools.
Hamilton County has a community and a school family that has the "real" ability with "legitimate" community resources to become
an Internationally Competitive School System.
Unique Qualifications:
I have spent over half of my professional career in the Chattanooga area. I know the community. I am familiar with the school
system. I understand both the academic and economic challenges facing Hamilton County. I also understand the unique issues
facing a state border community.
I have experience:
leading one of the 100 largest school districts in the nation composed of over 53,000 students and about 7,300 employees.
managing an annual budget of $410 million and which includes an operating budget of $330 million.
working with urban, suburban, rural, and military communities.
I led the development and initial implemention of an Internationally Competitive School System Template.
I developed and implemented both short-range/long-range strategies that significantly increase state and national test scores
(documented).
Serving as both an elected superintendent and a school board member earlier in my career has proven to be a valuable asset in my
role as an appointed superintendent. The ability to understand and empathize with school board members and other elected
officials has made it easier to accomplish the goals important to school boards and communities.
TCA2. Please list the five accomplishments in your professional career of which you take the greatest satisfaction and why you
do so.
1. In my career, I have had the opportunity to work with almost 70 school board members in Georgia, South Carolina, and
Tennessee. My performance evaluations have always been excellent. My contract has never been bought or terminated, and I have
always received a vote of confidence from board members. When recruited to other districts I have left the system in good
standing with multiple years remaining on my contract.
Every year since my employment in 1999, the Knox County Board of Education has extended my contract to three years. In July,
2005, the Knox County Board of Education again extended my contract.
2. We have developed and are currently implementing an Internationally Competitive School System Template, a student Maximum
Achievement Plan, a 12-month board agenda as a model for change, a five-year construction plan, and have strengthened
administrative leadership throughout our school district.
3. I am especially pleased that I have had the honor to be selected as Tennessee Superintendent of the Year. I was also honored
to be a recipient the PTA Outstanding Superintendent of the Year and I am also the recipient of a Lifetime PTA Membership Award.

As Deputy Superintendent of Hamilton County Schools, I am interested in the Superintendency because I am
the most qualified person to continue the progress that our district has achieved since the merger in 1997. I am
uniquely qualified based on my thorough understanding of this school system and the community we serve. I have
held every leadership position except the Superintendency, including being the Principals’ Association
President prior to becoming a school-based administrator 19 years ago. I have served as an assistant principal
at both the middle and high school level. I have had the unique experience of opening and developing a new school in this
district. I held the position of Middle School Director in the former Hamilton County System prior to merger as well as
post-merger. Because of my experience, I was instrumental in many aspects of merger planning. Post-merger, as a member of the
Superintendent’s Cabinet, I was directly responsible for and/or involved in key initiatives including systemwide zoning,
selection and development of the first group of magnet schools, and development of the leadership program. In 1999 I was
promoted to Assistant Superintendent for School Operations. In this role, I was responsible for providing leadership and support
to all five School Directors to whom all 80 schools reported. My department was responsible for the selection, development, and
evaluation of all school-based administrators. School Operations was responsible for every aspect of the
day-to-day operation of the schools. At the time of my promotion to Deputy Superintendent in 2003, the Superintendent
reorganized central office with all Assistant Superintendents and their departments (Finance, Human Resources, Student Services
and Auxillary Services) reporting to me. In addition to these responsibilities, the transportation department also reports to
me. As the hearing officer for the system, I hear all student appeals and employee grievances. All systemwide legal services are
coordinated through my office. My practical experience and leadership in each position that I have held has prepared me to move
the Hamilton County Schools forward as Superintendent.
TCA2. Please list the five accomplishments in your professional career of which you take the greatest satisfaction and why you
do so.
1. Winner of the Laura Handly Brock Excellence in Teaching Award in 1987
While a teacher at Soddy Daisy High School, I was selected by the student body as the teacher "who taught
me the most, who made me want to learn, who made me excited about what I can do, and what I can be". I
can think of no more satisfying accomplishment as a teacher than to be recognized for excellence by the
students you teach.
2. Naming of the gymnasium in my honor at East Ridge Middle School in 1995
My first principalship was at East Ridge Middle School, a school from which I had graduated in the 60’s
when it was a junior high school. At the time of my appointment, the community had lost confidence in the
school due to an eroding school climate. Teacher morale, purpose, and student achievement were low. As
principal for the next five years, I worked to instill pride into this community school. East Ridge Middle
became a safe, caring, focused school with student achievement at the center of every decision. I was very
honored at the end of my time at East Ridge to have the faculty and community name the gymnasium in my
honor.
3. Opening of Loftis Middle School in 1995
Then Suprintendent Loftis asked if I wanted to open the new middle school named in his honor. This was a
unique opportunity that few principals ever have the chance to experience. I was involved in every detail
of the construction of the school including selection and ordering of the equipment and supplies. This
provided me practical experience in what is involved in the budgeting, planning, and construction of a
large facility. I was given complete autonomy to hire my faculty and staff. The experience of hiring a
talented staff from many different backgrounds and leading them to develop a vision for this new school was
exciting. Effectively communicating our vision to the parents and community we served quickly brought
Loftis Middle attention. The instructionally focused work of the faculty with our students brought
credibility. Although I was principal of Loftis Middle for only one year, I am proud of the tone that was
set in it’s initial year that remains to this day.

As one of five school directors at the time of merger, I was intimately involved in several systemwide
initiatives including rezoning, magnet school identification and development, and leadership selection
and development. In 1999 Superintendent Register promoted me to Assistant Superintendent for School
Operations to whom five school directors and all schoolbased administrators reported. This appointment
carried with it the responsibility of recruiting and recommending principals and assistant principals
for all schools. My department identified and recommended most of the current administration. We worked
diligently to develop a support system and leadership development program that increased administrative
productivity and student achievement. I was pleased at the end of four years in this position that our
department had much to do with the successful merger of the system and development of a belief that all
students in Hamilton County have equal access to quality administrators, teachers and facilities.
5. Appointment to Deputy Superintendent in 2003
When Dr. Register appointed me as Deputy Superintendent in 2003, he reorganized the central office placing
me in the role of chief operations officer. I am supervising legal services, business services, pupil
assignment, transportation, and human resources. I am also the hearing officer for both personnel
grievances and student expulsion appeals. I coordinate support services and communication with the
curriculum and instruction departments. As Deputy Suprintendent, I am second in command and have the
responsibility of managing Hamilton County Schools on a daily basis. Serving as Deputy Superintendent has
enhanced my knowledge of systemwide central service organization, budgeting, and decisionmaking. With this
experience, I am confident I can successfully serve Hamilton County Schools as its next Superintendent.

TCA1. Please share why you are interested in this position and your unique qualifications for it.
Hamilton County Schools, along with Knox County Schools, are the two most progressive school systems in the State of Tennessee.
Each has benefited from exceptional leadership at both the superintendent and board of education position. Although faced with
significant financial challenges, each has set the pace for educational reform in the State of Tennessee and the Southeast.
Vibrant civic and county leadership are hallmarks of these two communities. Legislative initiatives arise from these communities
and shape the political agenda of the entire state. Although it will be challenging to fill the shoes of Dr. Register, it would
also invigorating to be part of the team that has set forth such a positive educational agenda over the past several years. I
have spent my educational career preparing for such a challenge. Although at this time, I do not possess the same podium on
which to advance my vision for education; I believe that I have the respect of state leaders in the Tennessee Department of
Education, the State Board of Education, and my similarly positioned peers throughout the state. I was the first appointed
Director of Schools in Putnam County which was one of the last to convert from elected to appointed superintendents. Fear of
the unknown made my first few years here a greater challenge than I would have liked. I have a better picture and understanding
of the Board of Education and County Commission relationship than the first time I experienced that governmental dynamic. We
have four distinct cities within our county each wishing the best for its children. Competing interests range from city schools
(Cookeville) to our rural schools in Baxter and Monterey. All facets must receive equitable treatment for its children.
TCA2. Please list the five accomplishments in your professional career of which you take the greatest satisfaction and why you
do so.
When you spend a career in education it does allow some greater circumspect when deciding which five moments/issues/ challenges
that you would like to be remember for once you are gone from a system or for your career.
First, and foremost, the greatest contribution I have made to my profession is being an early advocate for early childhood
education. Long before this movement became an important banner for politicians to carry, I was able to advocate and convince
boards of education to support the creation of early childhood programs (4-year olds) even if it meant funding those programs
with local dollars. I am pleased to see this issue finally gaining momentum at statehouse throughout the Southeast. It is both
reaffirming and promising that my efforts are seen as essential if you are to improve student performance.
Second, I take great personal pride in that seven schools have been named National School Schools of Excellence/Blue Ribbon
Schools under my tenure in three different school systems in three different states. I do know what schools need to do to be
considered exemplary and I know how to drive those schools to increased levels of student achievement and performance. I know
how to create a culture of excellence that permeates through the school and the community.
I am proud of my longstanding advocacy for the integration of technology into the classroom. From creating wide area networks
when they were unknown in educational setting to advocating for one-to-one laptops for every student, I have been proud of my
efforts even when my critics viewed them as “too far out”. We have only begun to understand the need to get our children
computer literate and to fight for technology access as an equity issue. At one time the digital divide was an issue that
separated communities within the United States. It is now a critical issue if we are to compete economically throughout the
world. There is still so much more to do, but I am proud of my efforts to date.

I am proud of my efforts on behalf of minority children. From Hispanic students in Colorado to Native American children in
Washington to African American children in Alabama, I have tried to be a voice for those who have had little or no voice.
Minority children need our help. They need us to advocate for equity and adequacy. My voice has caused discomfort among those
who would rather not hear the challenges of race discussed. At times, my efforts seem minimal, but I hope they have been
persistent and have resonated with genuine fidelity. I am proud of my efforts to create a k -12 tribal school for the Tulalip
Indians. I am proud of resolving and meeting the “Green Factors” as Auburn moved from court ordered desegregation to unitary
status. I am challenged to alter cultural values as the Hispanic population in Putnam County continues to grow.
Finally, I am proud that my personal commitment to academic excellence manifests itself in continuous challenging of the
curricular and instructional practices of my profession. I believe that educational excellence is more about high expectations
and hard work than it is about socio-economic status. I have been able to academically support schools and school systems to the
extent that two of my systems were International Baccalaureate Organization systems. We have grown our Advanced Placement
offerings from 16 to 34 different course offerings. I have taken a system that had only six SACS accredited schools to one,
which has all eighteen schools, accredited. Hard work, high expectations and rigorous curricular offerings are not the monopoly
of a few, but a reasonable demand for all those who want to address equity and adequacy in public schools.

TCA1. Please share why you are interested in this position and your unique qualifications for it.
In 1992, I left Vista Unified to become superintendent in Oregon. Now, I would like to return and am applying for the
superintendency in the Vista Unified School District. Before taking my current position as superintendent in Brandywine
(10,700 students), I was superintendent in Fort Myers, Florida (70,000 students). Prior to that, I was superintendent in
Corvallis, Oregon (7,500 students).
My professional qualifications include experience as a teacher (math and science), a coach, an assistant principal, a
principal at all levels, associate superintendent and for the last fourteen years as superintendent of schools. I’ve worked in
districts as large as Detroit and as small as Preston Iowa (570 students). What is consistent throughout all these experiences
has been the need to foster, build and nurture relationships. The lessons I learned about the importance of community and
relationships in the small communities have proved to be critical to my success everywhere I’ve been.
In my first superintendency in Corvallis, I visited every one of the 17 schools there every month and knew the names of at least
90% of the teachers. I continued that pace in both Fort Myers and here in Wilmington where I’ve made more than 300 school visits
in each of the last seven years. My visibility and accessibility are not limited to inside the school district. I’ve taken the
my message about public education to groups as large as 450 and as small as three at service clubs, community groups, civic
organizations, neighborhood meetings and faith-based groups. When a parent or community member wants to meet with me, he/she can
because I regularly set aside time in my calendar for that purpose.
Connecting to the community pays off. In Brandywine, the District has, over the past four years, won three separate elections to
raise funds for the school district. The first was a capital bond referendum for $95 million to renovate schools. The second was
an operating levy that raised local property taxes by 21%. The most recent was ballot measure that combined both capital and
operating requests totally more than $145 million. What’s remarkable is that each was won with more than 73% “yes” votes in a
community where a quarter of the children attend private schools.
To maintain my level of visibility and connectedness to schools and the community, I’ve had to develop organizational skills
that serve me well including well-focused meetings, effective problem solving approaches, empowering delegation, and efficient
project review processes. Quite frankly, I also spend a great deal of time in school district related activities. Although I’m
often out four nights a week, I enjoy connecting with people and advocating for improving student learning. Public education is
my calling with a capital “C.” Through this combination of effective management practices, an emphasis on relationships and
old-fashioned hard work, I’ve been able to create the conditions for accomplishment and results.
My stand in life is for improved student learning and I’ve been successful in producing results wherever I’ve been. Over the
past four years in Wilmington, the achievement gap between white and African American students has decreased by 22%. Decreasing
the achievement gap is particularly challenging when the scores for majority students are rising but that is exactly what
happened in Brandywine.
In Florida, the payoff for focusing on improving student learning was even greater. The achievement gap between white and
African American students was all but eliminated in writing. There were greater gains in learning at the elementary and middle
levels than at the high schools but substantial gains there as well. In my four years there, student achievement went from the
bottom 1/3 of the state to the top 1/5.
As a leader, I’ve continued to be a teacher first. Over the past seven years, I’ve developed and facilitated a leadership
development course, The Essence of Leadership that comes out of my experience with Hewlett-Packard in Oregon. Because the

general managers of the HP divisions located in Corvallis were also parents in the school district, I was invited to be part of
the HP leadership program. I was surprised to discover that leadership training at HP was grounded in developing oneself in
listening, appreciation, responsibility and stand-taking. The Essence of Leadership course came about as a result of my spending
more than 60 days over four years in the HP leadership program. Since 1997, Board members, principals and other managers as
well as more than 350 teachers have been in this work. The results show not only in the quality of relationships but also in
the bottom line -- substantially improved student learning.
In my experience, motivation to change positions almost always involves both ‘motivation from’ as well as ‘motivation to.’ As a
result of a fire safety crisis in Fort Myers (described in my resume under ‘Breakdowns’), two Board members lost in their bids
for re-election, each to former administrators, one of whom I had personally counseled to resignation. When new Board members
assumed office, the focus in the district shifted away from improving student learning. I took the Brandywine job knowing that
this district had deep-seated management and cultural issues. While the work is never complete, I’ve been able to restructure
the district office, involve more than 300 community members in developing a powerful strategic plan, restore public confidence,
set both the processes and new staff in place to ensure the continuity of focus on improving student learning and most
importantly – improve student learning for all while reducing the achievement gap.

1. Key measures for students’ learning, Delaware State Testing Program, Advanced Placement Testing, percent of students taking
algebra and foreign language have all increased over the last four years in Brandywine. Between 2001 and 2005 learning for all
students has improved by 16%, for African American students by 36% and for Special Education students by 19%.
2. The index of students scoring at the highest performance level in Brandywine has increased by 48% at 3rd grade, 17% at 5th,
56% at 8th and 113% at 10th grade. Advanced Placement tests passed per 100 graduates has increased by 100% in four years.
Enrollment in Advanced Placement courses has more than doubled over the last five years.
