Mountain View Announces Next City Manager
Kimbra McCarthy, selected from a large group of applicants, is currently an Assistant City Manager in Redwood City.
MOUNTAIN VIEW, CA — The Mountain View City Council intends to appoint Kimbra McCarthy as the City Manager at the January 14, 2020, regular City Council meeting. The Council conducted an extensive search for a City Manager and McCarthy was selected from a large group of applicants who recognized Mountain View's reputation as an exceptionally well-managed City.
"I am honored to be selected by the City Council to be the City Manager of Mountain View," said McCarthy. "Having previously worked in the City of Mountain View in the role of Deputy City Manager, I am excited to return. Mountain View is a recognized leader in tackling tough issues and is known for its incredible culture. The Council has ambitious goals and an aggressive work plan for the next year, and I look forward to working in partnership with the Council in achieving their goals and vision for the City. I'm also looking forward to leading the team of exceptional City employees."
McCarthy is currently the Assistant City Manager of Administrative Services for the City of Redwood City. In this role, she works on Council priority issues, and is responsible for leading administrative functions including Finance, Information Technology, Human Resources, Revenue Services, and Risk Management.

From 2014-2016, McCarthy was the Deputy City Manager in Mountain View where she led projects that supported the City Council's strategic priorities, including a safe parking program and a minimum wage ordinance. She also led projects to review and improve the City's purchasing policies and processes, and assess and improve employee engagement. She was also a member of the labor relations strategy and negotiating team.
McCarthy brings more than a decade of senior roles in local government to her role in Mountain View. McCarthy started her career in government working as a Fiscal Analyst for the Kansas State Legislature. She then moved to a Fiscal and Policy Analyst role with the County of Santa Barbara, followed by a Director of Administration and Finance role also with the County of Santa Barbara.

Prior to entering government service, McCarthy worked in the legal field.
McCarthy earned a Masters of Law from the University of Limerick in Ireland. She also holds a Juris Doctorate and a Bachelor of Arts in Political Science, both from Washburn University in Topeka, Kansas.
McCarthy is involved in numerous professional organizations including the International City/County Management Association where she currently serves on the Assistants and Deputies Advisory Board. She is also a member of the California Public Employers Labor Relations Association, the Municipal Management Association of Northern California, the League of Women in Government, and Women Leading Government.
As the City Manager, McCarthy serves at the will of the City Council, and manages most all functions within the City, including Community Development, Community Services, Finance and Administrative Services, Fire, Human Resources, Information Technology, Library, Police, and Public Works. The City Attorney and the City Clerk are also appointed by, and serve at the will of, the City Council and manage their respective functions.

McCarthy's starting annual salary is expected to be $307,000 and her anticipated start date is March 2, 2020.
