KSP releases name of victim and suspect in deadly Breathitt County hit-and-run

JACKSON, Ky. (WYMT) - A man is dead after being hit by an SUV Wednesday morning, according to Kentucky State Police

Just before 7:00 a.m. Wednesday, KSP Post 13 in Hazard received a call about a man hit by an SUV on KY-15 near Lost Creek in Breathitt County.

When troopers arrived, they say they found 47-year-old Randall Scott Combs of Lost Creek dead in the roadway.

Troopers say evidence at the scene indicates that a Breathitt County school bus had come to a stop while Combs escorted a child to the bus.

He was hit by an SUV while trying to cross the street after the child got on the bus. The driver of the SUV then came to a stop and ran from the vehicle into nearby woods. Combs was pronounced dead at the scene by the Breathitt County Coroner’s Office.

“Our thoughts and prayers are with the family during this time. The loss of a community member is always difficult especially under these tragic circumstances,” Breathitt County Schools officials said in a statement.

Additional Counselors are being made available to provide support where needed.

School district employees are cooperating with law enforcement regarding the investigation of the incident.

Troopers were initially unable to find the driver of the SUV, but were able to identify him as 43-year-old Santos Domingo of Hazard. After an investigation and multiple phone calls, he surrendered himself to KSP without incident.

Domingo is charged with leaving the scene of an accident, failure to render aid, reckless homicide, reckless driving, passing a loading/unloading school bus, and no operator’s license. He was taken to the Kentucky River Regional Jail.
