JESSICA: VOTERS HAVE REJECTED QUESTION THREE, WHICH WOULD HAVE LOWERED THE AMOUNT OF ALCOHOL LICENSES AT ANY ONE RETAILER COULD HOLD, ALONG WITH OTHER CHANGES. THEY HAVE APPROVED QUESTION TWO. THAT WILL REQUIRE DENTAL INSURANCE COMPANIES TO SPEND AT LEAST 83% OF PREMIUMS ON MEMBER EXPENSES OR QUALITY IMPROVEMENTS INSTEAD OF ADMINISTRATIVE EXPENSES.
