Search and Rescue Squad divers found the body at Moonlight Beach, near Devil's Kitchen tourist area on Monday morning, before it was retrieved by a police air crew.
The body is yet to be formally identified, but police believe it is the fifth member of a group of friends swept out to sea while diving on April 30.
Three were rescued after becoming stranded on a cliff face later that day, while a 30-year-old Sunshine North man lost his life.
Police said the two-week search for the fifth man had been difficult due to poor weather conditions.
