VIOLENCE. IT’S FIRST OF ALL, SCARY. YOU DON’T KNOW EXACTLY WHAT’S GOING ON. AN HOURS LONG STANDOFF IN FAIR OAKS ENDED WITH THE SUSPECT IN CUSTODY. THERE’S A LOT OF BANGS. DEFINITELY NOT THE NORMAL SOUNDS FOR THE COMPLEX. THERE WAS A LOT OF POLICE ACTIVITY AND SIRENS COMING TOWARDS US. IT STARTED AT AROUND TEN IN THE MORNING WHEN DEPUTIES RESPONDED TO CALLS OF SHOTS FIRED AT AN APARTMENT COMPLEX ON WINDING WAY. BUT SO FAR, YOU GUYS ARE OKAY. ANYBODY HIT? YES, SIR. ALL FOUR OFFICERS. OKAY. HE FIRED, NOT US. AT LEAST EIGHT ROUNDS. SOME RESIDENTS CHOSE TO SHELTER IN PLACE, WHILE OTHERS, LIKE KIMBERLY FASSBENDER, WERE EVACUATED BY DEPUTIES AND MORE THAN TEN BUSINESSES ON HAZEL AVENUE CLOSED DUE TO POLICE ACTIVITY. SO I WASN’T ABLE TO EVACUATE. I WAS MORE TOWARDS THE LINE OF FIRE, SO I WAS TOLD TO REMAIN INDOORS WHEN I WAS ABLE TO EVACUATE. I DID FOR MORE THAN SEVEN HOURS, DEPUTIES, FIREFIGHTERS AND SWAT OFFICERS NEGOTIATED WITH THE SUSPECT AS HE BARRICADED IN AN APARTMENT ALONE. AT ONE POINT, THEY USED A ROBOT TO PUMP GAS INTO THAT UNIT. AT ABOUT 530 OR SO, WE’RE ABLE TO GET HIM TO SURRENDER PEACEFULLY, LIVECOPTER3 CAPTURING THE FIRST IMAGES OF HIS ARREST, GANDHI SAYS THE SUSPECT WAS SHOT IN THE ARM, BUT NO RESIDENTS OR DEPUTIES WERE INJURED. GLAD EVERYBODY IS SAFE AND HOPEFULLY WE CAN ALL GET BACK TO OUR NORMAL LIVES SHORTLY. SOME RESIDENTS RETURNED HOME WHILE OTHERS WAITED FOR POLICE TO CLEAR THE CRIME SCENE, BUT THEY SAY THIS STANDOFF GIVES THEM SOMETHING TO THINK ABOUT. SO I THINK IT’S A GOOD REMINDER THAT WE NEED TO BE SAFE. AND TWO OF THE BUSINESSES THAT CLOSED ON HAZEL RIDGE PLAZA REOPENED SHORTLY AFTER THE SUSPECT WAS IN CUSTODY. DEPUTIES TELL US THEY’RE STILL EXPECTING TO BE OUT HERE ON SCENE FOR A WHILE. AND SO FAR, THERE’S NO INFORMATION ON T

A standoff situation at a Fair Oaks apartment complex has ended after more than seven hours.Deputies arrested Eric Smith, who faces charges related to weapons and attempted murder, jail records show.LiveCopter 3 was flying over the scene when the man was surrounded by deputies and SWAT officers and loaded into an ambulance.Sheriff’s deputies and a SWAT team were involved in a shooting and standoff situation at an apartment complex in the 8800 block of Winding Way near Hazel Avenue on Friday. The subject of the shooting investigation was isolated in an apartment and deputies were communicating with him by phone, Sgt. Amar Gandhi said. Shots were reported as being fired after 10 a.m., Gandhi said. The situation was unfolding at the Hazel Ranch apartment complex, located at the back end of a shopping complex on Hazel Avenue. Deputies discovered a bullet hole in a window and then "an officer-involved shooting ensued," Gandhi said. “Several shots were fired toward the deputies, and deputies returned fire," said Gandhi. The sheriff's office asked residents of the apartment complex to evacuate. Gandhi said most of the residents in the area did, but some chose to shelter-in-place inside their apartments. The man was shot in the arm but Gandhi said it is unknown whether the wound was self-inflicted or from a deputy's weapon. His injuries are not life-threatening. All the deputies involved are OK and no residents were injured.Dominic Morales, who lives in the complex, shared video with KCRA 3 that showed two bullet holes in his walls. “It’s pretty scary that something like this would happen,” Morales said after being evacuated. "You don't know what's going on," said another resident, Kirsten Anderson."There were a lot of bangs. Definitely not the normal sounds for the complex," said resident Kimberly Fassbender."I wasn't able to evacuate. I was more towards the line of fire, so I was told to shelter in place. When I was able to evacuate, I did," Fassbender said.KCRA 3's Erin Heft reported hearing about 8-15 more shots being fired from the shopping complex on Hazel Avenue just before noon. Besides the SWAT team and Sacramento County sheriff's deputies, officials from the Sacramento Metropolitan Fire District, the Folsom Fire Department and PG&E crews were also positioned in the area. Deputies discovered a bullet hole in a window and then "an officer-involved shooting ensued," Gandhi said.

“Several shots were fired toward the deputies, and deputies returned fire," said Gandhi.

The sheriff's office asked residents of the apartment complex to evacuate. Gandhi said most of the residents in the area did, but some chose to shelter-in-place inside their apartments.

The man was shot in the arm but Gandhi said it is unknown whether the wound was self-inflicted or from a deputy's weapon. His injuries are not life-threatening.

All the deputies involved are OK and no residents were injured.

Dominic Morales, who lives in the complex, shared video with KCRA 3 that showed two bullet holes in his walls.

“It’s pretty scary that something like this would happen,” Morales said after being evacuated.

"You don't know what's going on," said another resident, Kirsten Anderson.

"There were a lot of bangs. Definitely not the normal sounds for the complex," said resident Kimberly Fassbender.

"I wasn't able to evacuate. I was more towards the line of fire, so I was told to shelter in place. When I was able to evacuate, I did," Fassbender said.

KCRA 3's Erin Heft reported hearing about 8-15 more shots being fired from the shopping complex on Hazel Avenue just before noon.

Besides the SWAT team and Sacramento County sheriff's deputies, officials from the Sacramento Metropolitan Fire District, the Folsom Fire Department and PG&E crews were also positioned in the area.
