FORT NOVOSEL, Ala.—On April 8, Fort Novosel solidified the partnership with the City of Enterprise, Alabama with the signing of the installation’s second Intergovernmental Service Agreement (IGSA) to perform grounds maintenance on Shell Army Heliport, reinforcing an already long-lasting relationship between the two organizations.

In 2013, Congress enacted legislation creating the IGSA allowing the military services to form partnerships with local and state governments for the provision, receipt, or sharing of installation and community support services. Fort Novosel is one of over 100 installations across the country building these official partnerships.

Leaders from Fort Novosel as well as the City of Enterprise, which was represented by local and state government officials, chamber of commerce representatives and members of the Enterprise Parks and Recreation Department came together for the IGSA signing ceremony at the Army Aviation Museum on April 8.

Maj. Gen. Michael C. McCurry, commanding general of the United States Army Aviation Center of Excellence and Fort Novosel, hosted the ceremony. Mayor William E. Cooper represented the City of Enterprise.

“The partnership with the City of Enterprise has been going on since 1955, long before Congress enacted legislation creating the IGSA and was birthed from the two communities, a community of Aviators, their families, and the people of Enterprise,” McCurry said. The City of Enterprise and this post have practically grown up together over the years.”

McCurry thanked Cooper for his friendship and support of Fort Novosel over the many years, and expressed the importance of the ongoing relationship that has been mutually beneficial to both communities for so long.

Cooper shared his passion for the relationship between Enterprise, the City of Progress, and Fort Novosel. “Our community is proud to support Army Aviation and Fort Novosel in teaching the next generation of aviators,” said Cooper. “Our Enterprise Parks and Recreation team members take incredible pride in their work. I hope you have seen that as you’ve spent time in Enterprise. I can promise you that same attention to detail, level of care and pride will continue onto Shell Army Heliport.”

Copper concluded by saying, “The city is honored to do our part to support our nation’s heroes, one blade of grass at a time.”
