TOKYO -- Japan seeks to build a "mutually beneficial" strategic relationship with China, according to its annual foreign policy report, a change of wording that suggests Tokyo is trying to reduce economic and security risks in bilateral ties.

The Foreign Ministry's Diplomatic Bluebook, the 2024 edition of which was released Tuesday, reflects Japan's view of and approach to dealing with other countries.
