Baltimore County 2020 Election Voting: Ballot Boxes, Polls, Mail

Officials advise Baltimore County residents to make a plan for voting. There are a variety of ways to vote.

BALTIMORE COUNTY, MD — State and local officials encourage Baltimore County residents to make a plan for casting their ballots in the upcoming election. Due to the coronavirus pandemic, the state is mailing applications for mail-in ballots to all registered voters.

"With less than 100 days until the General Election, we’re urging residents to make their plan to vote now,” Baltimore County Executive Johnny Olszewski said at a news conference Tuesday, exactly nine weeks before the election.

As a former social studies teacher and one who knows firsthand the importance of every vote, Olszewski said: "No matter how or for whom you vote, please do make sure that you vote."

Here are the options for voting in the Nov. 3 election:

  • Mail
  • Ballot drop boxes — 13 locations
  • Early voting centers — 11 locations
  • In-person voting on Election Day — 42 sites

The county's election board is currently projecting a turnout of 75 percent of registered voters —more than 419,000 residents — officials said.

Voters who want to cast their ballots by mail must make an official request.

“Remember, to vote by mail, please request your ballot now," Katie Brown, director of the Baltimore County Board of Elections, said in a statement. "Beginning the first week of October, you can safely drop your ballot at any location. Our staff will continue to work with health officials to put proper safety measures in place to protect both your vote and health.”

Baltimore County has recruited 1,500 election judges needed on Election Day. It is still recruiting substitute judges and is offering a $100 incentive for all election judges. Here's where to apply.

Chief judges are typically paid $250 and a regular judge receives $185, officials said, and the $100 bonus will be added to that base pay.

Voting By Mail

"Mail-in voting is both safe and secure, and we continue to encourage our residents to request their ballots by mail," Olszewski said. He asked residents to request ballots as soon as possible.

The deadline to request a mail-in ballot is Oct. 20.

"I strongly encourage voters to request their mail-in ballot,"Maryland Speaker of the House Adrienne Jones said at the news conference, held at Oregon Ridge Lodge. Mailing a ballot would help "minimize large gatherings," the Baltimore County Democrat said, adding: "The earlier you can submit your ballot, the better to avoid any potential slowdown with the post office."

The Baltimore County Board of Elections has received nearly 65,600 requests for mail-in ballots, Olszewski said Tuesday.

Ballots will be mailed the first week of October.

Residents who receive their ballot by mail may submit their ballot by the following methods:

  • Hand-deliver your ballot. You must deliver it by 8 p.m. on Nov. 3 to an early voting center, an Election Day voting center, a ballot drop off box, the local board of elections (11112 Gilroy Road, Suite 104, Hunt Valley, MD 21031) or a polling place before the polls close.
  • Mail your ballot. If you mail your voted ballot, make sure that the envelope is postmarked on or before Election Day (Nov. 3). Your voted ballot must be received by your local board of elections by 10 a.m. on Nov. 13.
  • Drop your ballot at a ballot drop off box. Voters will have the option of casting their ballots at ballot boxes at 13 locations throughout Baltimore County.

Ballot Drop Boxes

During the first week in October, Baltimore County will install 13 ballot boxes. All will be under 24-hour security, according to a statement from the county.

Beginning the first week of October, ballot drop-off boxes will be available at the following locations:

Early Voting Centers

Early voting in Maryland will run from Monday, Oct. 26, through Monday, Nov. 2.

Those who want to cast their ballots early can do so at any of the more than 10 locations that have been designated for early voting.

Hours will be 7 a.m. to 8 p.m. at the following early voting locations:

General Election Voting Sites

There will be 42 in-person voting sites in Baltimore County open where people can vote on Election Day.

As long as they have not turned in a ballot in some other way, voters are welcome to vote in person on Election Day.

Residents wishing to vote on Election Day can vote at any location.

These polling places will be open from 7 a.m. to 8 p.m. on Election Day, which is Tuesday, Nov. 3:
