‘TTC just broke me’: Former employees describe culture of sexual harassment within Toronto’s transit agency

Acknowledging women have been under-represented for years, the TTC’s manager of outreach and diversity says it’s taking steps to learn from the past, hire more women and bring about a “culture shift.”

“The culture was just, ‘let it go,’” recalls former TTC operator Cindy Phillips, who worked at the agency for more than three decades.

Looking back on her three decades driving buses, streetcars, and subways for the TTC, Cindy Phillips says she doesn’t know how she endured the sexual harassment directed at her by the men she worked with.

There was the incident early in her career when a training instructor asked for a ride to a subway station and tried to kiss her. Then there was her boss who used to call her into his office and make comments about what he’d like to do if she wasn’t married. Or the supervisor who on his days off would find out which streetcar she was driving so he could ride along with her all night.
